VGCL noted that the emulation movements must be directed toward grassroots with practical content and feasible implementation measures.

Criteria to evaluate emulation must closely follow targets and tasks of each branch and locality; combine the emulation movements with “Studying and following the moral example of President Ho Chi Minh”; and mobilize officials and workers to realize scientific projects, technical innovations and projects for new products.

From the emulation movements, it is necessary to focus on discovering and creating conditions to foster typical examples in units, especially workers; and select and introduce outstanding delegates to join the patriotic emulation among officials and workers and the 10th National Patriotic Emulation Congress.

The 2020 emulation movement is divided into two phases: the first from January to June 30th with the theme of celebrating the glorious Party and Uncle Ho’s birthday, and the second from July 1st to December 31st with the theme of welcoming the National Patriotic Emulation Congress and the 13th National Party Congress./.
